I am directed by the Governor to address you, with a view to the subject being considered by the Marine Lot-holders, with reference to the sums paid by them in advance on account of the Reclamation Works to be undertaken on their behalf.

It is intended that the interest accruing on these sums shall be credited to the cost of the works, and though no provision is made in the Ordinance, the Secretary of State will probably sanction that the necessary ... is done; but the amount of such interest shall be distributed among the contributors as nearly as possible.
